Since its creation in 2009, ALIMA has treated more than 3 million patients. Today ALIMA works in 10 countries in Western and Central Africa. In 2018, we plan to work in 41 projects including 10 research projects focusing on malnutrition, Ebola and Lassa fever. All of these projects will support national health authorities through more than 320 health facilities (including 28 hospitals and 294 health facilities). Alima intervenes in response to humanitarian crisis and patients are at the heart of all our actions. We work in partnership whenever possible to ensure that our patients benefit from the best and most relevant expertise wherever it is, whether within their own country or in the rest of the world.

 

ALIMA’S TEAM: more than 1800 people are currently working for ALIMA. The field teams, closest to the patients, receive their support from coordination teams usually based in the countries’ capitals. These receive support from the three desk teams and the emergency and opening team based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working to raise funds and represent ALIMA. The rest of the ALIMA galaxy includes individuals and partner teams working on behalf of other organizations such as medical NGOs BEFEN, ALERT Health, SOS Doctors / KEOOGO, AMCP, research organizations PACCI and INSERM, Bordeaux or Copenhagen Universities, the INGO Solidarités International and many others.

 

COUNTRIES WHERE WE WORK IN 2018: Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Guinea, South Sudan.

 

THE WORK WE DO covers Malnutrition, Maternal Health, Primary Health, Pediatrics, Malaria, Epidemics (Ebola, Cholera, Measles, Dengue and Lassa fever), Hospitalization, Emergencies, Gender Based Violence, Opening / Closing.

 

POSITION LOCATION

 

The Logistics Desk Manager as well as the rest of the Nigeria Desk team will be based in Abuja with regular visits to the field and to our operational headquarter in Dakar, Senegal (25% to 30% of the time).

 

FUNCTIONAL AND HIERARCHICAL LINKS

 

·       Works under the direct supervision of the Desk Manager,

·       Works in with all other team members of the desk,

·    Reports functionally to the Logistics Director,

·       Designs the mission logistics strategies with the logistics coordinators,

.       Supports all Logistics Coordinators and Supply Managers,

.       Links missions and projects with the headquarter to solve problems, implement solutions

       and facilitate enforcement of logistics policies.

 

MAIN RESPONSIBILITIES

The Logistics Desk Manager guarantees technical and logistical support to the ALIMA missions, the relevance and coherence of logistics programs developed to support the activities and an adequate use of resources. He/she eventually participates in mission openings by the desk and does regular visits to support and strengthen the mission logistics departments.

                                      

Work on design and implementation of projects:

 

•    In the logistics department, contributes to develop logistics policies. Ensures compliance and monitoring of these policies within the operations carried out.

•    Within the desk, participates in defining operational objectives and propose adequate logistics support to the missions.

•    Contribute to develop projects and their budgets in his/her area of expertise

•    Guarantees for carrying out, monitoring and evaluate logistics programs and activities.

•    Develops and supports the logistics HR, their skills and roles.

•    Guarantees the quality of material and resources and their adequate design to the needs.

•    Guarantees the implementation of innovative projects assigned to him/her.

•    Provides adequate preparation and reporting of emergency responses in countries under his/her responsibilities.

•    His/her availability allows a technical supervision and support for existing programs

      and the definition of logistics related operations in the countries (assign priorities to the missions, carry out exploratory missions, openings and emergency programs).

•   Provides technical support to all Logistics Coordinators to implement logistics activities according to the requests and needs, such as construction and repair of health structures, hospitals, circuit of patient, WHS, biomedical equipment, transport, cold chain, supply, energy, response to epidemics.

 

Supply management

 

      • Along with the procurement department, supervises the quality and adequacy of theneeds, respect of plannings, organization of the means and the required follow-up toensure a good quality of supply.

      • Ensures that logistics and supply management tools are enforced in all missions andcarry out their regular analysis

      • In charge of the technical validation of logistics means according to the requirementsand needs.

      • Along with the procurement department, supports mission teams in tracking int’l orders

      • Monitor the asset management done at mission level (vehicles, IT and communicationequipment, gensets, HF/VHF radio, biomedical equipment, etc.)

      • On behalf of the Nigeria mission, liaise with NAFDAC and freight forwarders to facilitatethe custom clearance of all imported goods.

      • Support the Country Supply Manager by sharing information of the Abuja local marketto improve the efficiency of the overall supply.

• Makes sure that the ALIMA country supply policy follows the US terror list procedure.

• Connect the mission and the MSF supply unit through the Portal.

• Makes sure that the mission supply policy allows a maximum of autonomy at project level.

 

HR management

 

•  Contributes to the evaluation of the overall logistics HR needs at mission level according to the operations developed.

• Contributes in in the recruitment of expatriate logisticians to renew the pool.

•  Contribute in the empowerment and training of logisticians, eventually during thetraining weeks with the support of the logistics department.

•  Supports missions by defining the logistics objectives assigned to the Logistics

• Coordinators during their mission and monitoring their achievements and updates.

•  Contributes in briefings and debriefings of all expatriate logistics staff.

•   Contributes to identify high profile logisticians that will become the future coordinators.

 

Security management

 

•  Helps the missions to mitigate risks taken by teams.

      • Contributes to enforce the PAX policy that fits with the EU list of non-approved airlinecompanies.

      • Support the mission to the proper use and reliability of all means and methods used forsecurity and safety purpose.

• Delegates and contributes the definition and implementation of all passive/activity security and safety policies (premises, management of movements, data protection,communication, air transport of PAX, health structures)

•  Contributes to the regular updates and reviews of mission management tools bysharing his/her security and safety expertise.

 

Others

 

•    Represents ALIMA at regional and national level in different meetings (logistics cluster,UN agencies, other ngos’, donors, etc.).

•    Manage the logistics in Abuja (office and premises, fleet, etc.).

•    Manage national logistics legal and administrative obligations (communication

     authorizations, etc.).

•    Do regular visits to the ALIMA headquarter in Dakar.

 

This job description is not exhaustive. The Logistics Desk Manager may be required to fulfill others positions depending on the HR needs and operations carried out.

 

EXPERIENCES AND COMPETENCES

 

Experiences

-    Experienced Logistics Coordinator within int’l NGOs, with at least 24 months of successful

    missions. A Logistics Desk Manager experience is an asset.

-    Experienced in management of logistics activities in NGOs.

-    Experienced in working with medical NGOs.

Competences

-    Strong capacity to analyze all logistics activities and work in a management of project mode.

-    Organized, autonomous, patient, motivated, curious and flexible.

-    Good listener, able to absorb a big workload, to work under pressure, within a team of 6 (six)

     managers in a multicultural environment.

-     Self critic.

 

Language

 

  • Fluent in both English and French.

 

CONDITIONS

 

Contract : Open Ended Contract, 3 months probationary period renewable once - maximum 6 months of probationary  period.

Salary: this is an HQ position and as such is paid according to HQ compensation and benefits policies which are different from expatriate positions since the position and contract are long term

Total cash package: equivalent to 2 749 Euros net, after tax

 

Benefits:

-   travel costs between the employee’s country of origin and Abuja, Nigeria, unless recruited locally;

-   Five weeks annual leave per year as well as a recovery system for days spent on work travels; + one additional month paid leave after 3 years at HQ

-   One round trip per year between Abuja and the employee’s country of origin for the employee and her / his dependents + one individual round trip;

-   One-off relocation allowance at the beginning of the contract in Abuja;

-   School annual enrollment fees for children from 2 to 18, according to the ALIMA HQ policy;

-   Medical cover insurance including repatriation insurance for the employee and her/ his dependents, as per the definition of our insurer.
