Care and Treatment Lead (Expiration 13/10/2019)


Working under the guidance and direction of the Technical Director for the RISE project in Burundi, the Care and Treatment Lead will be a key member of the senior technical in-country team and oversee the implementation of care and treatment programming in Kirundo, Ngozi, Kayanza and Bujumbura Rural Provinces. S/he will provide technical and operational guidance and oversight to the Care and Treatment Officers at the provincial level, and site level, liaising with partners and local organizations.

This is a grant funded position


  • Responsible for the technical design, planning, implementation, monitoring and evaluation of HIV care and treatment services at RISE-supported facilities including but not limited to same day ART initiation; OI screening, diagnosis and management; ARV optimization; differentiated service delivery design and implementation; retention strategies; institutionalizing specialized clinics such as viremic clinics among others
  • To provide on-going supervision to the Care and Treatment Officers
  • To provide on-going supervision of HIV care and treatment programming
  • To approve procurement of equipment and consumables
  • To coordinate training and mentorship of facility staff
  • To assist in program monitoring and evaluation
  • To liaise with National AIDS Program, Ministry of Public Health and Fight Against AIDS and other stakeholders in coordinating HIV care and treatment programming


  • MBBS preferably with Masters in Public Health (MPH) or similar degree
  • 5+ years’ experience in HIV care and treatment programming



  • Demonstrated technical expertise in HIV care and treatment, and excellent grasp of clinical issues and current literature in HIV treatment
  • Minimum five (5) years of experience in the management of large-scale HIV care and treatment projects in resource limited setting
  • Prior experience in training, mentoring, and supervision of multi-cultural clinical and program professionals.
  • Proven experience in establishing working relationships and collaborating with USG and with host-country governments
  • Ability to work independently with strong problem-solving skills
  • Computer literacy
  • Fluent French and English oral and written communication skills; ability to interact professionally in French and English and oversee development of comprehensive program reports


  • Travel within Burundi conducting site visits.
