POSITION SUMMARY

ICAP at Columbia University is an international non-profit, organization that aims to ensure the wellness of families and communities by strengthening health systems around the world in partnership with the United States Centers for Disease Control and Prevention (CDC). In September 2016, ICAP at Columbia University (ICAP) was awarded the PEPFAR-funded cooperative agreement “Strengthening Epidemiology and Strategic Information in the Republic of Zimbabwe” to build the capacity of individuals, institutions and the overall health system of Zimbabwe to develop and maintain a national, evidence-based HIV response using comprehensive, integrated and accessible strategic information (SI).

MAJOR ACCOUNTABILITIES

Under the supervision of the Medical Laboratory Advisor, the Medical Laboratory Scientist shall perform, but not limited to, the following duties

  • Work with the National Microbiology Reference Laboratory (NMRL) to develop an efficient distribution system for lab supplies and consumables for the Case Based Surveillance (CBS) study and national wide HIV recency testing.
  • Develop the training materials for the laboratory component of studies and surveys.
  • Conduct and facilitate laboratory-related training of field- and facility-based staff.
  • Monitor laboratory-related activities during data collection phases of the surveys and other projects.
  • Develop standard operating procedures (SOPs) and training materials for CBS survey and the HIV recency testing.
  • Train and supervise a team of laboratory officers, as needed.
  • Review the development and implementation of QA/QC procedures for HIV rapid testing and any other tests as defined in the CBS protocol.
  • Represent ICAP in discussions with national stakeholders and assess ways in which national capacity to process samples can be developed and strengthened.
  • Liaise with laboratory technical staff at ICAP in NY and CDC Zimbabwe;
  • Perform any other duties as prescribed by Management

EDUCATION

  • HBMLS or equivalent
  • Master’s degree in a relevant field is strongly preferred

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS

  • Minimum of three (3) years of related experience in providing laboratory technical expertise in HIV testing and surveys.
  • Demonstrated written and verbal ability to communicate effectively with partners, staff, and colleagues with a high level of tact, diplomacy and confidentiality.
  • Ability to prioritize, act independently, work under deadlines, and multi-tasking.
  • Registered with the Medical Laboratory Scientist Council of Zimbabwe

PREFERRED EXPERIENCE AND OTHER SKILLS

  • 5+ years of experience managing a clinical or research work;
  • Extensive knowledge and experience in design, implementation and management of laboratory services in HIV programs;
  • Laboratory QA/QC and QI experience
  • Knowledge/experience of procurement procedures and equipment/supply/stock tracking and inventory management;
  • Experience with lab-related data management systems;
  • High level of proficiency in relevant computer applications, particularly Excel;
  • Excellent interpersonal, management, and communication skills.

TRAVEL REQUIREMENTS

  • Require regular trips to partner sites, conferences and/or off site meetings within Zimbabwe (requiring overnight stay of up to two days).
