Human Resources Manager (Expiration 26/05/2019)


The Human Resources Manager is responsible for all aspects of the human resource function within the country office. The position is responsible primarily for staffing, recruiting, retention, performance management, employee relations, compensation, compliance, individual development and succession planning. The incumbent ensures that HR initiatives are aligned with ICAP in Zimbabwe’s mission, values and long-term business strategy, and that they support the evolving HR needs of the country office.

This is a grant funded position


• Ensure strategic initiatives are implemented with a strong emphasis on recruitment, development and retention of staff.
• Develop, adapt and implement national HR strategies, plans & budgets that support program objectives, and ensure full implementation of defined HR standards & good practices in accordance with ICAP standards.
• Conduct analysis and market research on salary and benefits trends. Provide HR guidance and recommendations to ensure the country office remains competitive to attract and retain skilled staff.
• Establish and maintain recruiting, hiring and orientation plans and procedures for ICAP in Zimbabwe employees in accordance with the ICAP at Columbia University Standard Operating Procedures (SOPs).
• Maintain internal HR policies, procedures and programs in compliance with ICAP Standard Operating Procedures (SOPs). Ensure communication and compliance of all internal policies and procedures as well as external regulations and applicable Zimbabwe labor laws.
• Manage administration of personnel benefits and compliance with tax laws, including employee terms & conditions of service, salaries & benefits, employment contracts, and leave records.
• Administer performance management processes to align employee performance with ICAP in Zimbabwe program goals and objectives and assist management in creating and retaining high performance employees and teams.
• Facilitate employee communication, provide employee services and counseling, advise on disciplinary, grievance and conflict resolution procedures, and promote employee safety, welfare, wellness and health.
• Manage and resolve employee relations issues (Industrial Relations) and assist management with conflict resolution to ensure that issues are identified and addressed promptly, appropriately and fairly.
• Collaborate with the Director of Finance & Administration, ICAP Human Resources Director, and Country Director on sensitive matters including litigation. Consult legal counsel as needed to resolve employee relations matters in the most appropriate manner. Implement preventative measures and assist in reducing litigation by ensuring fair and equitable application of policies and practices.
• Enhance communication, education and ensure effective implementation and promotion of ICAP in Zimbabwe programs and policies.
• Manage the country learning and development plan, identify growth and development opportunities for staff, and facilitate management & leadership development initiatives.
• Creates, updates and maintains all HR-related tools and forms to ensure compliance with ICAP’s SOPs and Local Labor laws and operational requirements.
• Coordinates and processes monthly submission of time and effort reports, staff time sheets, and updated staff contact lists. Follows up with respective managers to obtain missing information.
• Conducts exit interviews as part of the employee resignation and/or transition process.
• Performs other related duties as may be assigned by the Director of Finance & Administration.


• Bachelor’s Degree required
• 5+ years working experience in a similar post within an NGO or international organization
• Membership and/or certification with a recognized Human Resources Professional Body e.g. IPMZ, preferred
Masters Degree in Human Resource Management or equivalent; preferred


• Ability to work under pressure meeting deadlines with limited supervision,
• Excellent written and verbal communication skills,
• Computer literacy in MS Office packages,
• Good interpersonal skills,
• High degree of professionalism and integrity,
• Ability to demonstrate good judgement and confidentiality at all times.
