Team Leader- Prevent Sexual Gender Based Violence (Expiration 24/05/2019)

Position: Team Leader- Prevent Sexual Gender Based Violence

Location: Project Management Unit - Kasama

Reporting to: Integrated Programmes Director

 

Purpose of the position:

 

The Team Leader is responsible for the provision of strategic vision and overall leadership in the management of the European Union Funded Prevent! Sexual Gender Based Violence country portfolio. The Team Leader will ensure that program implementation, reports, budgets and staff are effectively managed to ensure the accomplishment of the project goal and its objectives.  Also responsible for empowering staff to achieve World Vision corporate strategic goals and will leads change initiatives which ensure that World Vision maximizes its mission and vision and the project attains its goal. The Team Leader will also manage coordination mechanisms with relevant stakeholders; serve as the key liaison with government officials, the private sector, local and international NGOs, implementing partners, and community members. The Team Leader will ensure that program strategies for 11 districts are developed and implemented and that they are aligned with the World Vision National/International, government and donor health and developmental initiatives.

Major Responsibilities

 

1. Reporting

  • Support the M&E team, program staff and Co-Applicants to ensure the establishment and maintenance of effective project reporting, evaluation, and communication systems.

  • Ensure submission of timely accurate and professional program reports that meet donor requirements to appropriate World Vision Partnership staff.

  • Show case project effectiveness and impact through such meetings as program reviews, Steering Committee meeting and European Union (EU) partners meetings

  • Collaborate on development of other required reports, including Surveys, data quality assessment, and other World Vision offices, EU and Government of the Republic of Zambia (GRZ) reports

  • Review/evaluate program effectiveness on a regular basis and determine corrective action needed to improve goal achievement

2. Leadership and People Management

  • Responsible for the overall recruitment of all project staff

  • Ensure proper technical capacity of staff to manage all project activities effectively

  • Provide supervision, training and performance appraisals.

  • Ensure that staff performance appraisal are conducted as required and results shared with the People and Culture department

  • Motivate staff by creating a fair and open work environment in which they can realized their potential for growth, expanded managerial and technical capacities, and satisfaction with their work.

  • Establish leadership and personal credibility and implement and maintain clearly understood chain of authority and accountability.

3. Budget and Resource Management (with the Finance & Admin Manager)

  • Work closely with the finance team to ensure effective management of grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and World Vision –United States of America (WVUS) headquarters staff.

  • Ensure grant/project expenses are reasonable, allocable, and prudent spending in accordance with donor rules and regulations to ensure clean Annual Financial Review facilitated by the EU

  • Oversee property and equipment acquisition, disposition, and management in compliance with World Vision (WV) internal and donor requirements

4. Networking and Partnering

  • Liaise with host government officials, Non-Governmental Organizations (NGOs), Community Based Organizations (CBOs), United Nations (UN) agencies, other EU projects, private sector companies and organizations, and other organizations as appropriate

  • Ensure government involvement in project start up, implementation and develop clear project exit strategies

  • Lead all project activities that require engagements with high level stakeholders such Parliamentarians, Traditional Leaders and other stakeholders.

  • Capacity Building and coordination with the Lot 2 Luapula Sexual & Gender Based Violence project and the EU Technical Assistance primes

  • Ensure that capacity assessments for the Co-Applicants and local partner under the FSTP are conducted and capacity development plans are in place

  • Attend national level coordination meetings organized by Ministry of Gender (MOG) through the EU Sexual & Gender Based Violence (S&GBV) Technical Assistance Project

  • Implement capacity building activities for the Co- Applicants and local partner under the Financial Support to Third Parties (FSTP)

  • Hold quarterly Technical Working Group (TWG) meetings with the local primes and review performance and support the planning processes

  • Ensure that coordination activities for all STOP GBV grants take place both at national and district levels

  • Attend TWG meetings organized by other stakeholders.

  • Provide feedback to key government ministries on project performance semi -annually.

 

6. Risk Management (with all staff)

  • Develop strategies with staff to manage risks and minimize impact on project success

 

7. Perform other duties as required

  • Carry out additional responsibilities and projects as assigned, including administrative and planning functions.

  • Attend and participate in weekly chapel services and daily devotional meetings.

 

Qualifications: Education/Knowledge/Technical Skills and Experience

 

  • Master’s degree in public health, development studies or a related professional advanced degree;

  • S/he must have a broad vision linked with a clear understanding of how to get things done amid the constraints of the country context

  • Minimum of 5 years of relevant and successful project management experience including a strong track record in working with EU or other similar donor-funded projects;

  • At least eight years of experience as a country/project director in a public health and/or international development project;

  • Demonstrated accomplishment in working with host-country professionals, ministries and with donor colleagues in country;

  • Experience in assessment, evaluation, and design of projects;

  • Proven ability to manage technical assistance teams;

  • Experience managing sub grants and contracts under grants for complex projects;

  • Experience in leading and managing large projects

  • Skills in etiquette and diplomacy;

  • Strong presentation skills, speaking and writing;

  • English speaker preferred.

 

Other Competencies/Attributes

 

  • Must be a committed Christian, able to stand above denominational diversities.

  • Attend and participate/lead in daily devotions and weekly Chapel services.

 

Working Environment / Conditions

 

  • Work environment: Office-based with frequent travel to the field
