Senior Programme Manager (Expiration 06/12/2019)

Purpose of Role: (Position Summary):

Working under the supervision of the Training and Capacity Development Director, the Lesotho Senior Programs Manager (SPM) will oversee supervising activities implemented by FHI 360 Capacity Development and Support program (CDS) in Lesotho which include primarily the Faith based and Community Initiative (FCI) and organisational/institutional development of the Civil Society Organisation (CSO). He or she will directly supervise Managers leading different streams such as a) FCI technical component, b) finance and operations, c) monitoring and evaluation, d) human resources (HR) and office administration and e) organisational development.

 

Key Responsibility Areas:

Ensure effective collaboration and communication with the donor and all key stake holders including Communities of Faith (COF) and the Project Steering Committee (PSC) and represents FHI 360 in key external platforms as appropriate  Supervises and coordinates technical, organizational development, finance, operations and HR staff activities in the Lesotho office to ensure maximum efficiency.   Coordinate teams and ensure harmony among the Lesotho team and leads in ensuring program integration, creating a one program approach and team culture in the Lesotho office. Under close supervision by the Training and Capacity Development Director, responsible for the onsite planning, organizing and implementing the FCI and CSO OD activities in Lesotho and ensures that program aligns with key goals, strategic objectives, program standards and targets. Ensures quality implementation of the program and that it meets the targets and indicators set by USAID Supported and guided by the Pretoria based FHI 360 finance leadership, participate in the budgeting processes and provide ongoing oversight in the management of the CDS Lesotho budget locally. Working closely with the CDS Monitoring and Evaluation leadership in Pretoria, provide onsite oversight in the design and implementation of monitoring and evaluation activities such as development of indicators; setting of targets; development of tools, data collection and validation; timeous performance and result reporting into relevant database(s). Working closely with the Human Resource Manager in Pretoria, ensures that the human resources functions and duties are efficiently executed. Provide onsite oversight in quality report writing including data collection at sub- awardee level in line with the PEPFAR targets, indicators and milestones for the implementation process. Perform any other related tasks assigned by the Director for Training and Capacity Development Director.

Required Experience/Skills:  

  • Excellent leadership and managerial skills to coordinate the program team and ensure timely and quality delivery of the CDS/LPPTA program in Lesotho.
  • Strong networking skills to represent FHI 360 to donors, government officials, COF and the NGO community and ability to coach the team on building of strong, credible relationships with all key stakeholders including sub awardees.
  • High degree of proficiency in written and spoken English, including excellent writing, presentation and training skills.
  • Ability to manage work independently, set realistic priorities, and plan for the successful implementation of activities.
  • High level communication, collaboration and interpersonal skills and willingness to undertake additional responsibilities as necessary, and ability to work under pressure and meet tight deadlines.
  • Knowledge of HIV and AIDS particularly prevention, gender equality and child justice including sexual violence, health, and development programs in developing countries; particularly in Lesotho.
  • Capacity to consistently provide technical inputs on the LLPTA project to improve the quality of HIV and AIDS service delivery or technical assistance.
  • Experience managing, supervising and building the capacity of staff and sub-awardees.
  • Ability to work well with others and to develop and maintain healthy, productive working relationships among project staff and implementing partners.
  • Well-developed computer skills.
  • Capacity to and willingness to work with the communities of faith, traditional and civic structures.

 

Travel

  • Up to 40% of the time.

Qualifications and Requirements:

 

Master’s degree in Public Health, Social and Health Sciences, Development Studies or Business Administration or its International Equivalent Ten – 15 years’ progressive experience in senior management position in development programs; preferably in USAID/PEPFAR funded programs. Sound practical knowledge in the development, management, planning and reporting of HIV Prevention, treatment, care and support including the HIV cascade (95-95-95). Familiarity with USAID and PEPFAR programs. Strong leadership, management and supervisory experience.
