Project Director (Expiration 09/11/2018)

Position Summary:

The Project Director will be responsible for implementing a high-quality, results-oriented program focused on withdrawing and preventing adolescent girls’ from child labor, increasing girls’ access to acceptable work, increasing livelihoods opportunities for vulnerable women, raising awareness on child labor and gender equality, and increasing collaboration between government and private sector actors to promote acceptable work for girls and women in Zambia. EMPOWER is being implemented in 7 districts in Eastern Province and is managed out of the EMPOWER office in Chipata, Zambia.


The Project Director is responsible for overall project management, supervision, administration, and implementation of a high-quality project. S/he will establish and maintain systems for project operations; ensure that all agreement deadlines are met and targets are achieved; coordinate and maintain working relationships with project stakeholders (including government and private industry stakeholders, subgrantees and/or subcontractors); lead collaborative initiatives with private companies; and oversee the preparation and submission of technical and financial reports to US Department of Labor.

· Manage the Zambia EMPOWER project which includes developing and overseeing annual planning; timely, high quality implementation of activities; and monitoring and evaluation of project implementation and deliverables;

· Oversee project budget and ensure that all financial activity is carried out in accordance with annual budget allocations, Winrock policy, and donor guidelines;

· With support from field and home office staff, prepare and submit timely and accurate activity, financial, and procurement reports to US Department of Labor and Winrock;

· Maintain close communication with US Department of Labor, reporting regularly for formal review sessions and providing ongoing, informal updates of program progress;

· Provide technical assistance, support, and oversight to local partner NGOs and CSOs;

· Provide technical assistance, support, and oversight to private sector partners;

· Provide technical assistance, support, and information to national and local government officials;

· Develop strategies for working with local government, private sector partners, trainers, and youth;

· Hire and supervise local project staff and annually evaluate their performance;

· Represent the project and Winrock to donors, local and national government entities, the media, local NGOs, and the local business community;

· Other duties as assigned.


Successful candidates will have strong management skills as well as relevant experience implementing child labor prevention and empowerment programs, preferably in East Africa. Specific experience and specialization in the areas of child labor; vocational training; creating/maintaining partnerships with private sector companies, CSOs, youth-oriented organizations; experience in curriculum development and training of trainers; and knowledge regarding gender disparities and girls’ and women’s empowerment is strongly desired. Significant project management experience and leadership is highly desired.

Education: Bachelor’s degree required in international development, leadership, political science, education, or a relevant social science discipline. Master’s degree would be a distinct asset, or a bachelor’s plus 5 additional years of additional development experience.

Technical: Minimum of 5 years’ experience in project management, supervision, administration, and implementation of cooperative agreement and/or contract requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports), preferably in Zambia.

Experience in, and knowledge of, child rights, child labor issues, and Zambia laws and international conventions governing children’s issues is highly recommended.

Experience in the East Africa region is required, and Zambia strongly preferred.

Management Experience:

· Experience establishing and maintaining systems for project operations.

· Experience in a leadership role in implementing projects relevant to this solicitation.

· Experience managing to the highest ethical standards international projects

· Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget.

· Financial management, budget design, and budget management experience.

· Demonstrated success in motivating and supervising diverse teams of employees.

· Experience in strategic planning and implementation of strategic plans.

· Experience designing and implementing or overseeing monitoring and evaluation systems.


· Ability to maintain working relationships with all project stakeholders, including public, private, and civil society partners and effectively build partnerships among them.

· Proven success in facilitating meetings among a wide range of stakeholders, with the significant ability to align numerous sets of interests, identify common goals, develop agreed-upon next steps and deliverables, define and identify roles and responsibilities, and hold stakeholders accountable.

· Experience providing support to formal and informal education programs, leadership trainings, and local organization capacity building.

· Knowledge of US Government regulations, policies, and procedures or those of an equivalently complex international government funding organization.

· Fluency in English is required. Knowledge in one or more of Zambia’s major languages (Bemba, Kaonde, Lozi, Lunda, Luvale, Nyanja, Tonga) is recommended.

· Excellent written and oral communication skills.

· Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
