The General Objective of the assignment is to assist the transition from 10th EDF support to ETSSP implementation to 11th EDF support to TVET reforms in Botswana.


The specific objective is to enhance the capacity of ETSSP coordination unit under Ministry of Basic Education to align the three education ministries' programmes towards the delivery of TVET in Botswana (multiple pathways (MoBE), Skills development (MELSD) and Technical Education (MoTE). In particular ensuring that the introduction and implementation of the multiple pathways reform programme is further strengthened and a robust ETSSP coordination mechanism is put in place across the three education ministries.


Expected outputs:


  • 11th EDF budget support programme monitoring performance framework: identification of baseline data.
  • Proposal for technical assistance needs to be provided to the Ministries and parastatals involved in TVET under the complementary measures of 11th EDF budget support programme.
  • Proposal for alignment of the three ministries programmes with implementation plan for each ministry/parastatal concerned, supported by a needs analysis, proposed methodology, institutional responsibilities and coordination, approval/endorsement mechanisms.
  • Report on the state of play of ETSSP implementation in the areas concerned for 11th EDF budget support programme.
  • Proposal for extension to 2023, including a proposal to internally restructure the ETSSP coordination unit and linkages with relevant ministries.
  • Inputs on the Draft National TVET policy assuring the inclusion of relevant specifications regarding TVET governance and the grounds for establishment of a TVET governance body, as per indicators of EDF 11 budget support programme.

The mission is 100 days of work, starting in July 2019, over a period of 6 months.

 
QUALIFICATION

Qualifications and skills


  • Master's Degree in Education, TVET or related relevant fields
  • Knowledge and at least 12 years of general professional experience working with developing Education/TVET systems in various countries and settings, working with different stakeholders in the wider education sector.

Specific professional experience for the Education Advisor


  • Relevant proven experience with public sector institutions with regard to education systems reforms, strategic management and analysis
  • Relevant proven experience in implementation, monitoring and evaluation of education sector reform programmes, involving several subsectors, in developing countries
  • Proven work experience in implementation of EU funded programmes and projects; Relevant and track record shown demonstrated
  • Good understanding of the main concepts related to current reform initiatives in education/TVET sector in Botswana: policies, legal and regulatory environment and organizational and management structure of the system
  • Knowledge and experience in the area of design, appraisal and strengthening of coordination/management/evaluation and monitoring systems and evaluation frameworks in the public sector and/or other related fields.

  • Ability to deal with policy makers and senior officials
  • Demonstrated ability to synthesize issues and effective report writing skills
  • Ability to work independently, as well as part of a team
  • Strong problem-solving skills and a "can do" attitude
  • Excellent communication and analytical skills
  • Excellent command of written and spoken English
  • Experience in Botswana and other SADC countries is an added value.
