Justification and Context

Private Seed Sector Development (PSSD) is program anticipated to be funded by the Embassy of the Kingdom of the Netherlands (EKN) in Burundi, expected to start in December 2018 for four years. PSSD builds on the success of a previous four-year EKN-funded ISSD Burundi program (Integrated Seed Sector Development) under the auspices of the African Union.


PSSD focuses on scaling up emerging commercial seed producers, the professionalization of national seed traders, the unlocking of Dutch and other international private sector expertise to the Burundi seed sector, and the large-scale promotion of quality seed used to grow the market to a stable, self-sustaining commercial sector.


The overall goal of PSSD is to assure the availability and use of high-quality seed by the establishment of a commercially viable and self-governing seed sector, supported by client-oriented seed services. PSSD proposes to work on maize, beans, potato, cassava, and vegetables. These are crops with functioning commodity markets which are easily accessible for smallholder producers. The proposed project activities aim to realize four results: (1) establish international (Dutch) private seed business, (2) scale up a national private seed business, (3) create a conducive environment and client-oriented services for small, medium, and large seed enterprises, and (4) mainstream an intensive market-oriented production process using commercial high-quality seed.


PSSD will be implemented by IFDC and work closely with IFDC’s PAPAB Program (Projet d’Appui à la Productivité Agricole au Burundi) that focus on soil fertility/fertilizer subsidy and community development. PSSD will also work closely with other Netherlands Embassy-funded agriculture and agribusiness programs in Burundi.


Functions and Responsibilities of the Chief of Party

  • Ensure the daily management of the project, including financial management and management of project staff
  • Prepare work plans and annual Budgets of the Project according to the dates indicated in the Memorandum of Understanding between the EKN and IFDC related to the project
  • Develop narrative and financial progress reports for the EKN, according to the dates indicated in the Memorandum of Understanding between the EKN and IFDC
  • Coordinate the recruitment of Project staff and coordinate/supervise their daily activities
  • Provide leadership to external communication of the Project
  • Prepare the terms of reference for the activities which will be implemented by subcontracting with partners
  • Conduct recruitment of partner Organizations
  • Monitor progress, narrative and progress reporting of subcontracted Partner Organizations
  • Monitor with the technical staff all activities directly implemented by IFDC: seed marketing, seed entrepreneurship support, co investment with seed companies; develop brand of varieties etc.
  • Organize trainings as planned in the Project
  • Organize awareness raising campaigns for the Program
  • Maintain day-to-day relationship with the EKN as it related to PSSD activities
  • Develop monthly progress reports for the Ministry of Agriculture and Partner Organizations
  • Coordinate the implementation of PSSD with the Ministry of Agriculture and with Partner Organizations
  • Coordinate the collaboration the Royal Tropical Institute (KIT) in the Netherlands and other project Partners.
  • Any other activities as assigned by the IFDC Burundi Country Representative or IFDC Regional Director East and Southern Africa.
  • Identify and channel new business opportunities to the IFDC Burundi Country Representative, to the Regional Director, East and Southern Africa and IFDC Program Development Unit.


Reporting relationships

  • The PSSD Chief of Party reports to the Regional Director, East and Southern Africa or his/her designee on all aspects related to the PSSD Project and new business development in Burundi.
  • For all country issues and coordination with other IFDC programs in Burundi, the COP reports to the IFDC Country Representative in Burundi.

Required Skills

  • Demonstrated ability in the concepts, principles, methods and techniques of seed sector development activities, including training, capacity building, agribusiness development extension services, technical activities mentioned above.
  • Demonstrated skills in effectively collaborating with host governments, regional institutions, donors, UN agencies, other EKN and development partner projects, local organizations, private companies and other partners.
  • Ability to successfully manage and develop staff as demonstrated by past experience.
  • Ability to manage partners, sub-contracts and grant making programs with all required reporting requirements.
  • Ability to perform internal control functions to manage day-to-day operations of the project.
  • Ability to communicate effectively in writing and orally in small audience and large audience settings.
  • Fluency in written and spoken English and French languages are required.
  • Ability to travel in Burundi and in East and Southern Africa.

Required Experience

  • Demonstrated experience in seed marketing, seed entrepreneurship support, co-investment with seed companies; development of brands for seed varieties etc.
  • At least 5 years of experience successfully leading the management of complex, results based, international rural agricultural development programs (implementation, logistics, budget, staffing) funded by the Netherlands Government or other international donors.
  • Experience working in East Africa preferably Burundi or the Great Lakes.
  • Master’s degree in agriculture or related field required.
