TEAM/PROGRAMME: Sikasso

LOCATION: Sikasso, Mali

GRADE: TBC

CONTRACT LENGTH: Two years

CHILD SAFEGUARDING:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

As a member of the management team in Sikasso-Mali, the Finance Manger shares in the overall responsibility for the direction and co-ordination of the Field Office.  The Finance Manager in his/her capacity is responsible for finance administration, fiscal management, grant management, and financial and grant reporting, in both emergency and development programming contexts in the Sikasso area.

SCOPE OF ROLE:

 

  • Reports to: South Area Manager with technical line to Finance Director in Bamako
  • Dimensions:  Save the Children operates through 6 field bases (Bamako, Kayes, Sikasso, Mopti, Gao and Niafunke); has a total of 380 + staff; and a portfolio of approximately $30 M/year.   Fifty to sixty percent (50-60%) budget and staff are managed from Sikasso.

KEY AREAS OF ACCOUNTABILITY:

Financial Accountability:

  • Provide a high standard of financial accounting in Sikasso programmes, ensuring compliance to local statutory law and Save the Children accounting policies.
  • Ensure compliance with accounting systems, policies, internal controls and procedures for the

Collection of accurate, complete and timely financial data (e.g.: budgets, forecasts, expenditure, commitments, and delegation of authority).

  • Manage the bank and cash flow to ensure timely and secure transfer of funds to meet programme needs
  • Ensure weekly posting of spreadsheets in Agresso
  • Provide the necessary checks and balances to ensure that money is spent effectively, efficiently and in line with donor requirements
  • Ensure monthly bank account reconciliation and other balance sheet accounts e.g programme advances, fuel, prepayments, etc. for Sikasso sub office
  • Support budget holders to produce quality budgeting information
  • Lead the Monthly BVA meeting with the senior staff in Sikasso
  • Ensure all relevant stakeholders are involved in the budgeting process including budget revision and NCE requests
  • Prepare management reports for budget holders to monitor budgets on a regular and timely basis. 
  • Support finance director in development of financial strategy

Grant Management:

  • Support donor financial reports and proposal budgets
  • Ensure proper filing system is maintained for key documents of all awards in Sikasso
  • Ensure all donor requirements are complied with
  • Advice on how to best to utilise a programme’s funding portfolio
  • Work very closely with the Mali Award Manager to provide technical support to assess donor eligibility/allow ability of planned expenditures and identify related compliance requirements
  • Organize and participate in award opening, mid-term review and closure meeting and develop a mechanism to hold Budget Holders accountable for deviations from the contract arrangements
  • Ensure the setup of budgets in the accounting system and the existence of all necessary links (DEA, sub-grant, Project, ...)

Control & Supervision:

  • Take appropriate steps to minimise the risk of fraud or theft
  • Ensure the security of all cash and assets (e.g.: regular cash and bank reconciliation, fixed asset and inventory physical checks)
  • Support, train and manage finance and grants staff in Sikasso or work closely with existing country finance and award staff & ensure a good handover at end of mission
  • Carry out inductions and staff trainings for finance procedures, donor requirements etc. in Sikasso
  • Ensure that Save the Children’s commitment to improving quality and accountability, the Non-Governmental Organization Code of Conduct, and other relevant tools
  • Partners visits
  • Ensure the validity and adequacy of expenditures supporting documents and related accounting files (contracts, purchase orders, invoices, delivery notes, etc.)

Staff Management, Mentorship, and Development

  • Comply with all relevant Save the Children policies and procedures with respect to child Safeguarding, Child Protection policy, Code of Contact, and Fraud and Dishonest policy, Gender, Diversity and non-discrimination, health and safety, equal opportunities and other relevant policies.
  • Ensure appropriate staffing within Finance operation at FO level
  • Manage Finance team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff
  • Manage the performance of all staff in the Finance department work area through:
  • Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
  • Coaching, mentoring and other developmental opportunities;
  • Recognition and rewards for outstanding performance;
  • Documentation of performance that is less than satisfactory, with appropriate performance improvements/ workplans.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree, Finance /Accounting (or equivalent certification and experience) and recognized Accounting qualification.
  • Recommended a minimum of 5 to 7 years’ management experience in a corporate or an NGO environment, of which three at a management level within the finance department of a national or international organization
  • 5 to 7 years’ experience in finance and accounting
  • Excellent experience of budgeting and budget management
  • Excellent understanding of financial systems and procedures
  • Excellent experience of computerised accounts packages, Excel, PowerPoint and Word Experience of general administration work
  • Strong communication and interpersonal skills
  • Ability to manage a complex and diverse workload and to work to tight deadlines
  • Ability to build a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary
  • Speak fluently French and English
  • Demonstrated ability to develop project proposals with teams and lead regular meetings in relation to project opening and its periodical reviews
  • Ability to present, discuss and supervise compliance with awards monitoring protocols with team of various levels
