Chief of Party (Expiration 29/11/2019)

FHI 360 is currently recruiting for the position of Chief of Party (COP) for an anticipated USAID-funded district governance strengthening project in Zambia. The project will help the Government of the Republic of Zambia with informing citizens and building their capacity to effectively demand improved service delivery while strengthening a local system of governance capable of responsive service delivery.


Position Description:

The COP will be responsible for providing overall vision, leadership and guidance for the project.  S/he will service as the project’s main point of contact for USAID, the GRZ, international and local partners, and other program stakeholders. The COP will be responsible for overall project management and technical operations and ensure that project tasks are completed on time and the project objectives are successfully met. FHI 360 anticipates that the Chief of Party will be based in Lusaka but with project-funded travel to other parts of Zambia.


This is a full-time position based in Lusaka, Zambia, for a duration of five years. Zambian nationals are strongly encouraged to apply. Availability of the position is contingent upon successful award of the project to FHI 360. The anticipated start time is Spring 2020.


Key Responsibilities:

  • Lead the project team and serve as the primary point of contact with USAID regarding the day-to-day activity implementation and management matters relating to the contract
  • Oversee technical implementation and ensure project activities are of high technical quality and delivered on time and on budget
  • Manage and supervise the work of all experts/personnel provided under the contract
  • Serve as the primary point of contact for information on the progress and current status of all project activities
  • Establish appropriate mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported
  • Establish procedures for grants to ensure compliance with USG rules and regulations, as well as FHI 360’s policies
  • Manage the preparation and presentation of work plans, M&E plans, and all reports


Minimum Requirements:

  • Minimum of a Master’s degree (or equivalent) in public administration, public policy, political science, or related field
  • At least 15 years of experience successfully managing complex international programs (implementation, logistics, budgeting, staffing), preferably those funded by USAID
  • Experience working in Zambia on donor-funded projects related to local governance, civil society strengthening, and civic participation
  • Experience bringing together stakeholders from across government sectors, including local government, civil society, and donors
  • Demonstrated interpersonal skills, creative problem solving, and ability to mentor staff are required
  • Ability to manage USAID contracts and agreements (especially those with significant grant components) and all required reporting requirements
  • Ability to perform internal control functions to manage day-to-day operations of the project
  • Fluency in English is required
