Lusaka Transmission Distribution Rehabilitation Project (LTDRP) – Low Voltage Distribution Network: Technical Audit Services

SOFRECO has been selected to provide Technical Audit services for the Lusaka Transmission Distribution Rehabilitation Project (LTDRP) - Low Voltage Distribution Network in order to ensure the project has been implemented in accordance with the laid down contractual and technical specifications requirements.


This project aims to rehabilitate, strengthen and expand the existing low voltage distribution network in the Greater Lusaka Area.


The Team Leader / Technical Auditor will mainly be in charge of:


- providing the Client and the project supervisor with technical recommendations and potential corrective measures and ensuring the achievement of results expected from project implementation;


- reviewing and providing comments on the overall design and technical specifications;


- ensure the correctness of the statements and payment certificates;


- performing regular site visits and assessing the conformity and quality of works and services;


- preparing and writing down reports on regular progress of the project implementation, on the technical quality of the outputs as well as Technical Audit Reports.


This is a part time position with an estimated work load of 200 man-days over the total project duration of 52 months. The Team Leader / Technical Auditor is expected to be on-site for roughly 150 man-days and home-based for roughly 50 man-days.

 
QUALIFICATION

Qualifications and skills:


  • A University degree in electrical engineering or equivalent qualification of at least three (3) years in an electrical engineering discipline is required. Postgraduate qualification in a relevant electrical or electro-mechanical engineering field will be an advantage;
  • Excellent knowledge of English language, both written and verbal.

General professional experience:


  • At least 15 years' experience with electrical infrastructure projects in construction management is required.

Specific professional experience:


  • Experience in at least two (2) technical audit service contracts in the energy sector for projects rehabilitating or extending or strengthening medium/ low voltage distribution network with a cumulative value of works not less than EUR 10 million is required. Alternatively, experience as Team Leader in at least two (2) service contracts for Technical Assistance services in the form of detailed engineering design and/or works supervision of low/medium voltage overhead distribution lines for a cumulative expert's input of at least twenty-four (24) man-months is required;
  • Experience in electricity distribution network projects in high density low income areas will be an advantage;
  • Experience in at least one (1) contract financed by international organisations/ institutions will be an advantage;
  • Professional experience working in Sub-Sahara Africa Region will be an advantage.
