Senior Contracts and Grants Officer (Expiration 18/11/2018)

  • Job Summary:

     

    FHI 360 is seeking a Senior Contracts & Grants Officer to provide support in implementation of subcontract management best practices and risk mitigation strategies for FHI 360 Botswana’s sub awards. The candidate will monitor workflows as well as help develop and implement systems to provide sound management control to ensure compliance with award terms and conditions and FHI 360 policies.

     

    Accountabilities:

    ·         Provides day-to-day support to contract and grants activities, including subcontract negotiation, administration, reporting, and monitoring of implementing partner organizations.

    ·         Develops additional procedures to enhance existing FHI 360 policies to ensure compliance with award terms as well as FHI 360 policy.

    ·         Leads in pursuing strategies to improve award management in FHI360 Botswana through knowledge management and replicating best practices and tools.

    ·         Performs site visits to implementing partners.

    ·         Works closely with finance team to monitor implementing partners’ burn rates and pipelines.

    ·         Coordinates with technical staff to jointly manage subcontractors’ performance.

    ·         Provides guidance, identify training needs and develop performance objectives to ensure FHI 360 contract and grant functions are consistently applied across the program and in coordination with the global organization.

    ·         Collaborate with technical and procurement teams on procurement of local consultants.

    ·         Perform other duties as may be assigned including support to other projects as the need arises.

     

    Applied Knowledge & Skills:

    ·         Experience in negotiating and managing complex contracts

    ·         Relevant software skills to include Ms Office and Management Information Systems

    ·         Comprehensive knowledge of donor (USG and non-USG) rule and regulations including but not limited to USAID, CDC, DFID, GFATM are required

    ·         Ability to interpret funding regulations and develop implementing procedures is required

    • Willingness to travel to partner sites as needed

    Problem Solving & Impact:

    • Analyze highly complex situations (e.g., high risk conditions or business-sensitive issues) and alert leadership to impact on performance.
    • Recommend options to overcome the above based on careful and thoughtful evaluation of facts and well-informed interpretation of applicable regulations.
    • Ensure that contracts are administered according to the highest standards of ethics and compliance.
    • Erroneous decisions or recommendations or failure to achieve results may cause the organization to incur additional costs and suffer delays that can have a negative impact on its record of performance.

     

    Supervision Given/Received:

    • Performs work with a high degree of independence to determine practical methods and procedures for effective performance.
    • Supervises the work of associate contract staff.

    Education:

    • Bachelor's degree or International Equivalent in Business Administration or related field.

     

    Experience:

    • Minimum of 5-7 years’ experience in a contracting position in either the Federal Government acquisition system or a Non- governmental Organization (NGO) – domestic or international.

    Typical Physical Demands:

    • Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.

    Technology to be Used:

    • Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand held devices.

     

    Travel Requirements:

    • Less than 10%
