Head of Administration (Expiration 25/04/2019)

Role Purpose:

Coordinate day-to-day HR and administrative services at regional hub and ensure all office administrative issues are resolved in a timely manner in coordination with HR Decentralization Partner (HRDP) and other Decentralization Facilitation Unit Business Partners. Act as the local representative for Human Resources department at the regional hub and provide local support in key processes such as recruitment, pay administration, on-boarding/off-boarding, etc., vendor management, and compliance with host country regulations. Liaise between regional hub employees and HRDP.  


KEY ACCOUNTABILITIES:

Day-to-day Operations

  • Undertake day-to-day operations of HR and Administration related activities to ensure that work processes are implemented as designed and comply with established policies, processes, and procedures

Recruitment and On-boarding / Off-boarding

  • Compile recruitment plan for regional hub in consultation with Regional Hub Manager, and coordinate Talent Acquisition & Management activities in order to ensure the attraction of talent that can help Regional Hub achieve its organizational objectives
  • Oversee employee on-boarding and off-boarding processes as per established policies, processes and procedures

Performance Management

  • Ensure the proper adoption of HRMD procedures and forms within the Regional Hub in order to guarantee alignment to the Performance Management System

Employee Relations

  • Coordinate and monitor all Employee Relations activities that aim to provide exceptional services to internal customers in order to foster an effective employer – employee relationship
  • Review and resolve escalated human resources related issues and address them as per the set internal policies and handle grievances to ensure appropriate resolutions of problems

Administration Support

  • Coordinate the execution of all administrative services pertaining to protocol, public relations, event management, and facilities management in close coordination with the Facilities Services Decentralization Partner while ensuring the timely completion of tasks so as to provide on-time administrative support to Regional Hub, employees, and guests

Policies, Processes and Procedures

  • Support HRMD in the review of the internal HR policies and procedures and makes the necessary recommendations to ensure consistency of practice and compliance with local Governmental and Labor regulations

Safety, Quality, Environment and Host Country Relations

  • Ensure compliance to all relevant safety, quality, and environmental management policies, procedures, and controls across the Regional Hub in order to guarantee employee safety, legislative compliance, and a responsible environmental attitude.
  • Liaise with local concerned agencies to ensure execution of all immunities and privileges granted to the Regional Hub employees in close coordination with Legal Decentralization Partner.

Budget

  • Contribute in the development of the overall administration budget while taking into consideration current and future needs.

Other assignments

  • Performs any other duties as assigned by the Regional Hub Manager

JOB REQUIREMENTS:
Academic qualifications
Bachelor’s degree and/or Master in Business Administration or related field is required

Required languages

  • English (Mandatory)
  • Arabic (Mandatory)
  • French (Preferred)

Minimum number of years and nature of experience

  • 5-7 years’ experience in Human Resources and Administrative Services
